OpenAI's ad business crossed $1 billion in annualized revenue less than 200 days after launch, opened its Ads Manager to India, Europe, the Middle East and North Africa, and shipped a plain-language plugin that lets founders build campaigns from inside ChatGPT.

ChatGPT Ads crossed a $1 billion annualized revenue run rate in under 200 days, and on the same Monday that milestone landed, the European Commission designated ChatGPT a Very Large Online Search Engine under the DSA on the strength of 159 million monthly EU users. Google Search and Bing were previously the only entities carrying that designation. OpenAI is now guiding to $2.5 billion in booked ad revenue for the calendar year, a pace Forbes contributor Jon Markman notes Google’s ad machine took close to four years to match.

The commercial and regulatory clocks are running in sync, and that’s the story.

Alongside the milestone, OpenAI took the platform from invite-controlled to genuinely self-serve. The self-service opened globally to small businesses as the platform hit its $1B mark on September 3, and the following day the self-serve rollout expanded into 52 countries with a dedicated SMB portal in India. The Ads Manager is now available in India, Europe, the Middle East and North Africa.

The distribution shift is paired with a tooling shift. An OpenAI email published by Search Engine Roundtable on September 4 details a new Ads Manager Plugin that lets operators “create, manage, and analyze campaigns from ChatGPT or Codex” in plain language, turning a website or brief into ready-to-launch ads, generating variants, updating live campaigns, troubleshooting delivery, and previewing changes before they apply. Further conversion-optimization campaign types are still rolling out.

The plumbing has been quietly filling in behind it. Search Engine Land reported in August that oCPC campaigns entered beta alongside dynamic URL parameters and integrations with Triple Whale, Sonar Optimize and Hightouch. A separate update added a Maximize results automated bid strategy, platform-level targeting across iOS, Android and Web, and one-day view-through conversion reporting at the campaign, ad group and ad level. This is the standard performance-marketing stack, assembled at speed.

Early performance data, all vendor-supplied, is doing what early performance data always does at this stage of a channel’s life. One unnamed technology partner cited by OpenAI reported that more than 80% of ad-driven ChatGPT traffic came from new customers. An unnamed ecommerce advertiser reported a 3x return on ad spend over a 28-day window.

The historical rhyme is with Google’s own 2000–2002 self-serve opening of AdWords, when a keyword auction with no minimum spend collapsed the cost of experimentation for small operators and, in doing so, priced in a decade of margin. Targeting on context of the current conversation, rather than a social graph, is a different substrate. The auction dynamic isn’t. The advertisers who show up in the first six months of a channel like this tend to set the CPC floor everyone else pays later.
