Any founder in the newly opened regions can now open an Ads Manager account and launch a campaign inside ChatGPT without a managed-sales contract — the same day OpenAI said its ad business crossed $1 billion in annualized revenue in under 200 days.

On August 31, OpenAI flipped self-service access to ChatGPT Ads on for advertisers across India, Europe, the Middle East, and North Africa, and used the same announcement to disclose that the ad business had crossed $1 billion in annualized revenue in under 200 days. The two facts belong together. The first tells you how the second happens next.

Until now, buying inside ChatGPT required routing through OpenAI’s Ads Solutions team. That gated the channel to brands with agencies, budget minimums, and someone to take the call. ChatGPT Ads went live across 31 European markets in August through those managed and partner channels only, with self-service promised for later in the summer. August 31 is when it arrived.

Ads Manager, introduced in May 2026, is now the front door. CPC and outcome-optimized bidding account for the majority of campaigns; Pixel and the Conversions API have become the measurement spine; more than 50 technology and measurement partners plug in around them. The mechanics read as a deliberate clone of what a founder already knows from Google Ads or Meta Ads, which is the point. Familiarity is the fastest form of distribution.

The scale numbers are the reason this matters. OpenAI’s ad-supported free tier reaches more than 1 billion weekly active users, tens of thousands of advertisers now run on the platform, and SMBs already represent a material share of revenue. One ecommerce advertiser hit a 3x return on ad spend across a 28-day window. A technology partner reported that more than 80% of ad-driven ChatGPT traffic came from net-new customers. Both figures are single-source, not audited platform-wide averages, and should be read as OpenAI’s marketing math rather than benchmarks.

“we’re at the beginning of a new chapter for advertising, with AI creating entirely new ways for businesses and people to discover one another,” said Dave Dugan, vice-president of Global Ad Solutions at OpenAI. Reaching a billion-dollar run rate in under 200 days, he added, “shows the scale of the opportunity ahead.”

The regulatory shoe is already dropping. EU authorities have pulled ChatGPT under expanded Digital Services Act oversight, with a January 2027 deadline for systemic-risk duties. That timeline mirrors the pattern the DSA imposed on very large platforms in 2023: rapid onboarding of advertisers, followed by structural obligations around transparency, ad archives, and risk assessment. OpenAI is building its ad stack inside that framework rather than ahead of it.

What changed on August 31 is who gets to bid. The answer, in the opened regions, is now anyone with a website and a credit card. The channel that took Google roughly a decade to open to small businesses is doing it inside its second year.
