OpenAI said Monday its 200-day-old ad business is pacing at $1 billion annualized, the same day beta self-serve Ads Manager opened to eligible advertisers across 40-plus markets — turning ChatGPT's billion-plus weekly free users into a reachable audience for founder-led shops with a credit card.

OpenAI said on August 31 that its ChatGPT advertising business is running at a $1 billion annualized rate less than 200 days after launch, per CNBC, and on the same day opened beta self-serve access to its Ads Manager across India, Europe, and MENA, extending availability to more than 40 countries. The two announcements are inseparable: the revenue print exists because the demand curve is now being fed by anyone who can fill out a form.

Until this week, running an ad inside a ChatGPT conversation meant a managed-sales relationship. The self-serve tool collapses that into registration, payment, budgets, bids, pacing, and creative upload. OpenAI has added CPC to the earlier CPM-only pilot, and Axios reports the majority of live campaigns already use CPC or outcome-optimized bidding. Per IOL, the platform now supports pixel and Conversions API integrations, product feeds, and custom audiences. This is the standard modern ad stack, ported into an assistant surface with roughly a billion weekly active users.

The targeting mechanism is where the product diverges from social. IOL describes it plainly: the system reads what a user is currently discussing with ChatGPT and selects a topical ad in the moment, with broader usage optionally factored in depending on region and settings. OpenAI frames the underlying user behavior as “explore what they may need, evaluate options, and make decisions.” Ads are labeled, separated from answers, and, per both CNBC and OpenAI, advertisers don’t get access to private conversations. Structurally, this is closer to search intent capture than to feed interruption.

Two caveats belong in the same paragraph as the growth number. First, OpenAI’s own language, “gradually opening,” acknowledges the beta framing; Digiday’s Seb Joseph and Krystal Scanlon note that self-serve opens only to advertisers in approved categories whose ads clear policy checks. Second, the European Commission has designated ChatGPT a Very Large Online Search Engine under the Digital Services Act, giving OpenAI four months from notification, a January 2027 deadline, to meet systemic-risk obligations. Formats, personalization defaults, and measurement in the EU can move before the quarter closes.

Digiday’s math sharpens the stakes: hitting OpenAI’s stated $2.5 billion 2026 revenue target implies a Q4 exit run rate near $12 billion. That’s the trajectory a self-serve tool is being pointed at, alongside the self-service launch to small businesses globally and the earlier 31-market European rollout through agency partners. Each prior shift to self-serve ad buying redistributed who could reach an audience. This is the 2026 version, and it’s shipping mid-quarter under a regulatory clock.
