LiveRamp became a technology partner of ChatGPT Ads on September 28, launching a RampID integration across 11 major markets that lets advertisers route CRM, loyalty, behavioral, web and app data into OpenAI’s Custom Audiences for targeting, suppression, reach extension and optimization. On paper it’s the moment ChatGPT Ads matures from a measurement surface into a CRM-addressable channel. In practice it’s an enterprise handshake with a floor most owner-led businesses can’t clear.
The move extends a relationship that began on June 10, when LiveRamp’s Conversions API Hub connected to ChatGPT Ads as a server-to-server path for conversion signals. Search Engine Journal frames the September update as pushing that relationship upstream, from post-click measurement into pre-campaign audience activation. OpenAI’s Ads Manager already accepts native file uploads (CSV or TXT with email addresses, phone numbers, hashed equivalents or Google Advertising IDs), so what LiveRamp actually adds isn’t a new OpenAI capability. It’s cross-channel identity interoperability for brands whose data already lives inside the RampID graph.
The gating math is where the enterprise framing becomes explicit. Per PPC Land’s reading of OpenAI’s documentation, an audience can’t be used in a campaign until it reaches 25,000 matched users, with 100,000 recommended. A late-August update to beta advertisers dropped that floor for exclusion audiences but left it intact for inclusion targeting. PPC Land walks through the implication: a 50,000-person customer file hitting a 40% match rate yields roughly 20,000 addressable users, enough to suppress but not enough to target.
Geography narrows further. LiveRamp’s 11 markets cover about 17% of the 63 countries on OpenAI’s Ads Manager availability page, and neither company has named which 11. In Europe, OpenAI told users on August 15 that ads wouldn’t be personalized at launch, restricting selection to conversation topic, general location and device type.
The only named implementer in LiveRamp’s announcement is Allegiance Group & Pursuant, running the integration for an unnamed nonprofit client. No performance figures, match rates or pricing have been published.
Read alongside OpenAI’s sponsored-agent ad units, which let shoppers interview a brand before clicking, the direction is coherent: ChatGPT Ads is being built for brands with large first-party databases, agency-grade identity plumbing, and the budgets to feed both.
Owner-led businesses sit outside that bar. Done-for-you services such as LemonLime take a different route: evaluating lead sources and buying signals and preparing per-prospect outreach for owner approval, with no CRM database or 25,000-user minimum required to begin. The customer-growth job that CRM-addressable ChatGPT Ads solves for enterprise brands still exists for everyone else; the infrastructure assumption is what changes.
