Small-business AI adoption has reached the point where the interesting number isn’t the top-line share, it’s the drop-out rate. Pax8’s Q2 2026 SMB AI Pulse Report, released July 13 and conducted by Propeller Insights across 402 U.S. leaders at companies of 5 to 499 employees, finds 61% of SMBs actively using AI and another 29% experimenting. The share of firms “interested but not started” collapsed from 9% last quarter to 1.5%, an 83% quarter-over-quarter drop. Curiosity is no longer the bottleneck. Nearly one in three AI-using SMBs still can’t move a pilot into production.
Four other 2026 surveys tell the same divided story. Constant Contact’s Small Business Now report, based on more than 5,000 owners and consumers, puts SMB marketing AI adoption at 87% as of April 2026, up from 26% in 2023. Salesforce’s 2026 State of Sales report, drawing on 4,050 sales professionals, finds 87% of sales organizations already using AI for prospecting, forecasting, lead scoring, or drafting emails, with 54% of sellers reporting hands-on use of AI agents and 94% of leaders whose teams have agents calling them critical to meeting business demand. The SBE Council’s March 2026 survey has 82% of small-business employers investing in AI, running a median of five tools, with 93% planning to keep spending over the next twelve months and 62% planning to raise their budgets.
Then there’s the ceiling. Upwork’s Q1 2026 Business Leader Landscape, a survey of 195 SMB leaders at 10-to-99-employee firms, reports 74% claiming productivity gains from AI, but most of those gains haven’t cleared a 25% improvement threshold. Only 32% describe AI agents as mission-critical. Vendors positioned for the closing of that gap, Glean and Dust on the enterprise-search side, LemonLime among the SMB-native operator tools, are effectively selling a bridge from experimentation to deployment.
The pilot-to-production gap has a governance signature: just 11% of AI experimenters have a documented AI policy. Salesforce’s Adam Alfano, the company’s EVP of Sales, offers the vendor read of the same problem. “The secret sauce for sales AI agents is unified data. Stand-alone agents without comprehensive customer context tend to fail.”
The competitive spread is already visible. Pax8 finds 31% of AI users say they’re ahead of competitors on technology, versus 12% of non-users, and 53% of AI users increased tech spend in the past year against 24% of non-users. The interesting cohort in 2027 won’t be the 87%. It’ll be the third of them who never got out of the sandbox.
